prises par le Conseil d\u2019administration, et \u00e0 la coop\u00e9ration de l\u2019organisation plaignante et du gouvernement mis en cause <\/h3>\n<div>\n<p>Le Conseil d\u2019administration ne prend les d\u00e9cisions sur la recevabilit\u00e9 d\u2019une r\u00e9clamation, sur la possibilit\u00e9 de son renvoi \u00e0 un comit\u00e9 pour l\u2019examen, et sur le rapport sur son fond que pendant ses r\u00e9unions en mars, juin et novembre. Tout comit\u00e9 auquel une r\u00e9clamation est renvoy\u00e9e ne se r\u00e9unit que pendant les r\u00e9unions du Conseil d\u2019administration. Le traitement rapide d\u2019une r\u00e9clamation d\u00e9pend, donc, de la possibilit\u00e9 d\u2019avoir le temps suffisant pour pr\u00e9parer les questions pour ces r\u00e9unions, les notifications, et la transmission des renseignements et des observations des parties. Dans la pratique, la proc\u00e9dure implique tr\u00e8s souvent deux ou trois r\u00e9unions du comit\u00e9 tripartite <em>ad hoc <\/em>pendant deux sessions, pas forc\u00e9ment cons\u00e9cutives, du Conseil d\u2019administration.<\/p>\n<p>La dur\u00e9e moyenne des proc\u00e9dures de r\u00e9clamation entre 1990 et 2016 a \u00e9t\u00e9 d&#8217;environ 20 mois.<\/p>\n<\/div>\n<\/div>\n<p>\n    <a
